Expanding the Recruitment Radius

Why transport Access is a Hidden Capability Constraint in UK Aerospace and Defence

Apprenticeship targets are increasing across the UK aerospace and defence sector. Competition for graduates remains high, and production demands continue to scale. 

Yet one structural constraint continues to limit workforce growth: whether people can physically access work sites. 

Many major facilities are located in rural airfields, dockyards, MOD-adjacent estates, and semi-urban manufacturing hubs. For experienced engineers, commuting by car is often assumed. For early-career candidates, that assumption is often unrealistic. 

The requirement to own and run a vehicle can determine whether a role is viable. Where access depends on car ownership, the talent pool narrows before recruitment even begins. 

The Recruitment Radius Constraint

Most aerospace and defence sites are designed around car access, which reflects historical workforce patterns. Those patterns are changing, with younger workers less likely to drive than previous generations. This is because they face higher insurance and vehicle costs, are more concentrated in urban areas, and are more reliant on shared and public transport. 

When commuting options are limited to driving, the recruitment radius contracts to those who can reach the site independently by car. This creates structural constraints, where talent may exist within a wider geographic area, but sites remain inaccessible in practice. 

In large workforces, this constraint is often hidden. Thousands of employees travel daily from surrounding areas, yet available vehicle capacity is not systematically used. Where that capacity is coordinated, the effective recruitment radius can expand by 10 to 20 percent without requiring new infrastructure. This can determine whether apprenticeship cohorts are filled, and whether hard-to-recruit roles remain open. 

Transport Access as a Capability Risk

Transport access disproportionately affects apprentices, graduates, entry-level technicians, and candidates from lower-income households. When access is unreliable or unaffordable, the impact is visible across the recruitment lifecycle: offer acceptance declines, early attrition increases, and geographic diversity declines. Recruitment teams frequently encounter strong candidates who withdraw due to commute cost, complexity, or shift/transport incompatibility. 

Where 15 to 30 percent of the potential workforce is excluded by geography, workforce planning becomes more constrained. Over time, this limits organisational capability, not just hiring outcomes. 

Structural Challenges for Defence Environments

These constraints are amplified by the operating context of aerospace and defence sites. 

Facilities often combine remote or semi-rural locations, early or variable shift patterns, limited public transport connectivity, controlled access requirements, and constrained parking capacity. 

Traditional interventions, such as fixed-route shuttle services, can provide support in specific cases. However, they often struggle to adapt to changing recruitment patterns, operate with low utilisation, and require ongoing cost to maintain. 

Analysing existing commuting behaviour often reveals that employees travel from a wide range of locations, passing through the same residential areas where potential recruits live. Without coordination, this capacity remains fragmented. With structure, it becomes a scalable resource. 

Unlocking Existing Capacity

A more effective approach focuses on making better use of journeys that are already happening. 

Structured carpooling enables organisations to connect employees travelling along similar routes, filling spare seats, and extending access to sites. This is not an additional transport system, but an optimisation of existing behaviour. 

Because it is based on real commuting patterns, it adapts as recruitment geographies change. This flexibility is particularly important in environments where intake locations vary year to year. 

Data also plays a vital role. Postcode-level analysis allows organisations to understand where employees are concentrated, identify underserved areas, and make informed decisions about how to improve access. 

This can include enabling carpooling in high-density areas, targeting shuttle services where demand is consistent, and working with local transport providers to explore viable route changes. 

The result is a more responsive and evidence-led approach to workforce access. 

Expanding the Recruitment Radius

A wider accessible catchment increases the size and diversity of the candidate pool. Early-career retention improves when commuting is practical and affordable. Programme delivery becomes more stable when onboarding is not constrained by geography. 

There are also cost savings for the organisation. Making better use of existing transport capacity reduces pressure on parking infrastructure and limits reliance on underutilised fixed transport services. 

For these reasons, how people get to work is a strategic consideration, not an operational afterthought.
